I agree with you TG but for the most part, kids lose interest when they're faced with yet another obstacle. As madspackler states, its a matter of CYA. If someone's kid goes though all those hoops to get cigars, or any tobacco product, the issue isn't with the system - its with the individual.
Its why kids give winos a few bucks to buy alcohol. Heck, its why winos hang out outside liquor stores - to make a few bucks getting booze for underage kids. Its why kids steal their parents' cigarettes. Kids have been getting fake IDs for decades since the end of prohibition!
Nothing is foolproof - there will always be a bigger, better fool to find a way.
All we can do is what we can do. So if there is a better method, I want to hear it.
