Bad government rates higher on the hierarchy of importance than most leaks...but if leakers are caught, regardless of the nature and outcome of the info leaked, consequences should follow... that's why Deep Throat stayed hidden for a long time after Watergate...
Leaking secrets to the enemy is really bad, near the top of the hierarchy...helping the enemy mess with an election is pretty close...
