Trump sanctioned ZTE in April of this year because they never followed through on penalties for their trade with Iran
Trump's administration is telling EU countries they will be sanctioned if they don't stop trading with Iran....

This, after America's intelligence network discovered that ZTE smartphones offered China a portal into the data of any users and their networks. They prohibited all defense department employees and members of the military from using Huawei and ZTE phones, saying they posed a cyber-security threat.
