I've not seen any laws to support your statement, but neither have I done any research.
I believe it varies state to state. Best Buy had a back up system with what I knew to be a ridiculously good price for it. Being in the market for one I grabbed it and went to the register. He scanned it, the price came up as the normal. I told them what the tag said, and I was prepared to pass on it. But the manager came over, they got the tag off the shelf, and gave it to me for that price.
The manager was explaining to the checkout guy they are legally required to honor the displayed shelf price for that one unit, but no more. And they changed the tag.
I would assume that it is a state by state issue.
Now I also know that does not apply to misprinted advertisements in the paper though. That's different.
