The only elections where I feel that the individual votes really count are the local elections or any referendums.

I might be misremembering but at one time people could register Independent and pick a party with candidates to vote for in the primaries.
But then Independent became an actual party so now I am listed as Unenrolled or Unaffiliated, yet can still request a ballot for any party with candidate(s), after which I am switched back to the neutral designation.
