With the glaring exception of Cuba, our right to travel, except to places
where the government believes there is imminent danger to physical safety
or public health, is universal.

The Cuba travel restrictions have come under the spotlight in recent
Congressional debates. Last month, a bill was proposed that would actually
tighten travel restrictions in exchange for a loosening of the trade
embargo on Cuba. This deal should be rejected, and efforts should instead
go into eliminating restrictions on Americans’ travel to Cuba.

Given that the Cold War has ended and that the Department of Defense has
determined that Cuba no longer poses a significant military threat to
either the United States or surrounding countries, there is no reason to
restrict the freedom of American citizens to go to Cuba.

Take Action! These travel restrictions tear apart American families and
isolate Cuba. Sens. Christopher Dodd (D-CT), and Patrick Leahy (D-VT) have
introduced the "Freedom to Travel to Cuba Act of 2000" (S. 1919), and Rep.
Mark Sanford (R-SC) has introduced a similar bill (H.R. 4471) in the House.

Last weeks legislation seems to work at cross purposes. On the one hand the availability of ag exports (minus the use of credits)would seem to signal some thawing of the embargo while the ban on travel, previously regulation only, is in the process of being passed into law which would signal a strengthening of the exile community's influence in Congress.
