So I've read what I can about leaving the cellophane wrapper on or off. I have yet to see an article on recommendations of cutting while cellophane is on. If I decide to leave the cellophane on, do I cut the cigar while it's still in the cellophane? Or remove the cigar, cut it, and replace it in the cellophane before lighting? Wasn't sure if cutting the cellophane creates an uneven burn after being cut.

Don't overthink it. If the cigar comes in cello, leave it in the cello for storing. When you want to smoke it, pull it out of the cello, cut it, then light it. All the other crap is just minutiae.

In the cello. It makes nice flavors. Burns better too

So cutting the cello doesn't effect the burn of it? I've noticed the increase flavor and smoke, and I like the dripping the cello creates.

Cut with a chop saw and you get no unraveling.

There are some that routinely cut with cello on....some that cut with cello on before putting in traveldor in case they won't have a cutter when it comes time to smoke. I generally advise against it for two reasons: I've heard that cutting cello will hasten the dulling of your cutter; and if you have a less than very sharp cutter and the cello doesn't cut clean, you can sort of smash the cap.

I've got a few Monte #2 that were gifted to me precut......I can't get over the feeling that they lost their virginity without me.
