I honestly don't understand how this is happening....

My understanding was this was a bill, overwhelmingly passed by congress.... to impose these sanctions.

Now, the presidency is saying that the existence of the bill was sanction enough and the actual content of the bill doesn't need to be acted on?

I honestly don't understand what governmental rules allow that.

And how are his supporters not pissed about this? Republican congressmen/women wanted these sanctions as well. Or is this just another "haha it's fun to troll people!" thing?

This just adds to the speculation that Trump is hiding some ulterior motives in how he has behaved with Russia. The sanctions at issue here are the ones that the Obama Administration imposed on Russia for interfering during the 2016 presidential elections. The sanctions were approved by overwhelming bipartisan votes in both houses of Congress (more than 90% approval - unheard of nowadays) along with language that supposedly prevents the President from blocking them.

These sanctions are above and beyond those imposed by the US and the world (mostly European nations afraid of Russian aggression) on Russia after their invasion of Ukraine and annexation of Crimea. Those sanctions are still in effect and widely despised by the Russian oligarchs who have seen their empires limited. These same Russian oligarchs are behind Russia's known interference in European and US elections tampering. These efforts to influence elections is part of an elaborate scheme to bring about regime change in many countries so that the sanctions are lifted and may lead to governments that are open to Russian influence expansion.

In simplistic terms: Russia invaded and occupies Ukraine and Crimea. US and European allies retaliated by imposing harsh sanctions on Russian state-owned businesses. Russia starts a cyber-war by trying to influence elections in countries that support the sanctions, to elect governments that have more friendly attitudes towards Russia. Russia engages with newly elected officials to lift sanctions...

Some cons don't mind when someone sneaks into their house and rearrange the furniture...instead of forcefully kicking them out and kicking their azzes and securing their home, they are willing to negotiate with them...

How does he have the leeway to actually do this? I honestly don't understand.... shouldn't congress just push back and say "dude... this is a bill"?

Is there enough leeway in the bill that he can say the passing of the bill is sufficient sanctions? Did the bill get signed? I seriously don't get how this happens.... what is the procedure he is using?

Happens all the time. Lots of laws got passed during bammy that got caught up or diluted in reg phase (nothing this big that I’m aware of). Never underestimate the folks that implement.

Bush rolled back and ignored the managed care regs implemented under Clinton. To this day I’m convinced it wasn’t legal. But with 8 years in between bammy went full health care rather than address it.

President Treason isn’t unique other than its obvious why he’s doing so.

They don’t technically. But pragmatically they do. On some things.

Take FOIA. It’s pretty prescriptive what must be released and on what time frames. Yet it’s played with all the time. I’m personally familiar with a reporters request in conjunction with a senator that was years late according to reg and then was somewhat useless. Can’t go in to specifics but it happens and is sad. I think distrusting the government is understandable to an extent.

I think the state department is working on that very foia issue largely around Benghazi as we speak.
