Humor aside....
The "G.S.E" cigars all popped up around September/August 2016 just before the deadline on the FDA rules regarding testing new blends/brands and the grandfathering in of preexisting marketed cigars. Cigars on the market before the deadline were not going to have to go through the same testing and approval process that "new" cigars marketed after the deadline were going to have to go through. (The regs have since been put on hold, but that is another story)
Several manufacturers, therefore, at the last moment slapped initials or otherwise slightly modified names on batches of cigars so that they would have another marketed cigar before the deadline. General Cigar used the "GSE" initials without ever saying what they stood for, other companies used different letters or naming tricks. "General Special Edition" certainly makes sense as other brands used "S.E." for "Special Edidtion." They were, in my opinion, simply "placeholder" brands that were there to reserve a brand/brand-name they could use later without ever really intending to market the GSE sticks they sent out after the initial deadline release.
Here on Cbid they showed up out-of-the-blue for a very brief time (as I recall, the ones I purchased went on line at midnight and the auction was over in a few hours) and you could get them super-super cheap. The CAO Pilon GSE's that I purchased were totally different from the Pilons I had purchased before and clearly not the same blend, but were pretty good. (CAO Pilons, like many of their offerings, were great in the original release, then went downhilll from there...).
No doubt these were some blend they had lying around which they were thinking about offering at some point, or an experimental batch they were looking at, or perhaps even a total mistake batch they were never planning to sell but, with the pending rule, they just slapped a Pilon Band on them (with GSE added) at the last second to get them out the door and sell a few before the deadline. MUCH faster and cheaper than actually designing and printing new bands or making new boxes with different names.
As I recall other people reported no noticeable difference between the "GSE" cigars and the "normal" ones so it is probably a crap-shoot what you will be getting as these are likely leftovers from back then.
