Besides Cuba, of course....

it has to be the Dominican Republic, with companies like Fuente, La Flor Dominicana, La Aurora, Ashton, Davidoff, Aging Room, Crowned Heads, Dunhill, EP Carillo, Chogui, AVO, Caldwell, Pinar Del Rio and others making cigars there...

Howzit going Al (...you sneaky bazzturd!...).

Fo’ sure the DR is one of, if not THE best, but I’m sure many will vote for Nicaragua (...Padron, My Father, Tatuaje, Crowned Heads, Drew Estate, Oliva, Espinoza, Foundation, Illusione, Joya de Nicaragua, RoMa Craft, the many AJF brands, etc...).

Tough to say where’s the best. Like many things in life, it’s subjective but fo’ sure the discussion will lead to fun reading.

I've heard that Nicaraguan cigars fetch higher prices than Cubans in Spain where nothing is banned. Some people might like them more than others but the taste is different not necessarily better

I like Honduran tobacco as well, plus Brazilian wrappers make for great cigars generally too.
