.... We simply have not increased testing enough. While I understand your level of understanding is at about Twitler levels there ("if we didn't test, we wouldn't have any cases!") your statement is irrelevant.
Tests don't create cases. The cases are there. We're seeing them. But are we seeing all of them?
Look at the actual numbers, we're still seeing a 16% positive result on our tests. Now that's better than Apr 1, where we were seeing a 32% positive results on our tests... (April 1, we still were so far behind in testing, 2 months after our country's first infection, that we were still getting back 32% of all tests as positive).
We are not doing well. We're doing a litle better. But not well.
