Look at the foot of the cigar if the tobacco is rolled in a counterclockwise looking rotation it is short filler other wise long filler.

Most of the time, you can tell by the retail price, honestly. If a cigar retails for less than $2/stick, there's a good (but not 100% chance) they are mixed filler.

I have seen some smokes described as having a "Cuban sandwich" blend, which I assumed was a mix of long and short filler. Amirite?

Retail price, yes. However the thought of paying anywhere remotely close to retail makes me shudder in revulsion.

That said, it's how the vast majority of people buy cigars, they just buy them from a website at the normal retail price, and your $2 retail cutoff for filler type sounds about right.
