Everything is "Mobilize American" this and "Mobilize the American people" to do that.
He clearly believes that society in general needs to be regimented by smart people in government because the proles are morons and need to led, and producers are incompetent and need to be told what to make and how and where to make it.
To be necessarily brainwashed into believing this garbage, you need not know that the most economic troubles were caused by previous government interventions into the economy in the past.
