George Bernard Shaw was a freak, one of the original founders of the Fabian Socialist movement, but that's not to say he had no moments of insight. Out of context you can interpret that quote in a different way but that quote comes from his 1944 book, "Everybody's Political What's What", in the chapter "State Corruption", in context he was talking about fiat monetary inflation, governments and central banks flooding the land with worthless paper and calling it money, which he called "a variation of the confidence trick".
