Not really. Many times the quality of a cigar depends upon the torcedore (I hope I spelled this correctly.) If the roller is not too qualified, or perhaps has a grudge against the owner or his (or her) own superior, he or she can take it out on the cigars being rolled. It SHOULD be caught by quality control but often times, this is impossible or nearly so. It can happen to good cigars, but is more likely to happen with inexpensive cigars, since the idea is to cut costs down. The more expensive cigars use rarer (in most cases) tobaccos and only buy the best ones available. Then they go through an extensive aging process, in some cases years. None of this guarantees that the cigars you buy are going to be "good" or consistent.
