It says in there tourists can bring back up to $2000 from Cuba.
Doesn't that mean a citizen of the US can go to Cuba and bring back no more than $2000 worth of Cuban stuff to the US? Or are they talking about the Cuban government will only let a tourist leave with no more than $2000 worth of stuff?

cuban gov't, it's illegal for us citizens to bring back anything from cuba unless they are on a govt approved visit.
