The Bill Would Allow Undocumented Immigrants To Submit A State-approved Form Of Identification To Apply For A Drivers License

SACRAMENTO -- A bill that would allow undocumented immigrants to obtain drivers' licenses, an issue that has worked its way into the debate surrounding the attempt to recall Gov. Gray Davis, passed the state Assembly on Tuesday.

In a debate in English and Spanish, Republicans and Democrats argued about whether the bill would harm or help public safety before approving it by a 44-30 vote and sending it back to the Senate for consideration of amendments.

The legislation, by Sen. Gil Cedillo, D-Los Angeles, would help undocumented immigrants get drivers' licenses by allowing them to submit a federal taxpayer identification number or some other state-approved form of identification to the Department of Motor Vehicles instead of a Social Security number.

The U.S. Internal Revenue Service issues taxpayer identification numbers to tax filers who cannot qualify for Social Security numbers, which authorize a person to work legally in the United States.

Davis has vetoed two similar bills since he became governor, citing law enforcement's concerns about the legislation. After he vetoed the bill last year, the Legislature's Latino caucus refused to endorse him for re-election.

Last month, at an anti-recall rally in Los Angeles, the governor said he would sign the latest bill "in a heartbeat" if it reached his desk.

Aides said he wanted to sign the bill all along and that a number of law enforcement officials are now comfortable with the legislation.

Republicans have accused Davis of agreeing to sign the bill to try to win Hispanic votes to defeat the recall and contend it would raise security concerns in the wake of the Sept. 11, 2001, terrorist attacks.

"Why is he willing to put the state at risk, the country at risk, the electorate at risk? It's his last grasp at keeping the governorship," said Assemblyman Dennis Mountjoy, R-Monrovia, who claimed the bill would "open the road" to a movement to reclaim parts of the southwestern United States for Mexico.

Another opponent, Assemblyman Doug La Malfa, R-Biggs, said the bill was "an invitation for voter fraud. Why don't we just rescind the need for citizenship? That's where we are going with this."

But Democrats said up to 2 million illegal immigrants are driving without proper licenses already and that someone who wants to obtain a fake drivers' license can get one now on big-city street corners.

Cedillo's bill, they said, would improve public safety by helping ensure that all drivers pass a driving exam and have insurance.

"I want to have everybody behind the wheel to have been tested and I want them to be carrying insurance," said Assemblywoman Jackie Goldberg, D-Los Angeles. "And I don't want any more of this foolishness that this is about homeland security.

"What this is about is there are certain people you just don't want to have on the road, to have any rights," she told Republicans. "That is just wrong."

Assemblyman Darrell Steinberg, D-Sacramento, said the bill would actually help law enforcement by giving them a way to identify illegal immigrants.

"If an individual is here in the country illegally, law enforcement has no means of identifying that person," he said. "But if the bill passes we'll have a database on persons who currently cannot otherwise be tracked."

Assemblyman Juan Vargas, D-San Diego, contended the bill's opponents were motivated by "such hatred, such vehemence against these people that we cannot trust on the road. Yet we entrust our parents, our children, our homes to them. We entrust our food to them. We entrust everything to them except for our rights."

But Assemblyman Ray Haynes, R-Murrieta, said the opposition "had nothing to do with race."

"If you enter this country illegally you're not supposed to be working here," he said. "It's been that way for quite some time."

There was a Simpsons episode on the other night where the police department sent out a letter to all the criminals that they had won a motor boat. When the criminals came in to collect the prize the cops arrested them.

Maybe giving driver's licenses is like that.

I think the Mexicans would throw a royal fit if we arrested them after allowing them a legal license to drive. They'd sue the state of Californina and WIN.

The ACLU would be all over that or would they use the MCLU? hahaha F'em all!!

The Simpsons story that Plabonte refers to is something police departments all over the country have done with some success in catching certain groups of criminals ...

The driving license, on the other hand, is not a ploy to nab illegals and bus 'em back to Mexico ... the dim bulbs running things up in Sacto are SERIOUS and are essentially, though non-specifically saying that the illegals are a fact of life and they're gonna drive on the roads whether we like it or license them or not ... the argument being advanced by the sponsors of this wacky notion is that issuing licenses to the illegals will somehow make the highways of California safer ...

The inmates, it seems, have taken over the asylum ...

I agree,ship them damn Canadians back!! After all,they're the ones taking your white and blue collar jobs from you. Ship The illegal Mexicans back also,This would open up jobs for Americans to go out and labor in the fields,work on peoples yards and all other distasteful jobs. X

I agree, it's hilarious to hear people complain about illegals when they are unwilling to do the same work for the same pay(or twice the pay). Illegals are a necessary part of the California economy, anyone who bitches and moans about the supposed job losses doesn't get it!! Most of these people are hard working, family oriented, good people, which is a lot more than I can say for a lot of other groups in this crazy state!! And it creates revenue for the state from the licensing!!

They should First be Legally part of the American System... then given the opertunity to apply for a Drivers Licenses...

I could agree with your Sentaments but I wont... for the very same reason American Airlines... you remember them??? 911 American Airlines/ 912/913/920 United States Government We the People Bailed them Out Financially... Billions of Dollars to keep them from going under after 911... well to thank US they are laying off Thousands and Closing up shops and Moving Over Sea's for Cheaper Labor!!!!!

I would just like to say Thanks for my Tax Dollar Donations that went out to AA the past couple of years... and to also Say... Take your Frequent Flyer Miles and Shove'em where the Sun Don't Shine!!!!!!

good way to solve the Problem... instead of Boarding pass's give the Illegals their drivers license and a one way Trip to where ever AA is uprooting to and they can work for them!!!!!

Should they be allowed to get a drivers license or not?? I dont know, but I can tell you that I had to apply for an International Driver's License the other day. I'll be heading to Europe in a few weeks for work. What did I have to do to get an IDL??? Stop by AAA, give them 2 passport photos, pay a $10 fee, and BADA-BING....I can now drive in virtually any foreign country of my choosing. When I filled out the application, the girl said "Circle the countries on the back of the form that you want to drive in". Me thinks that it was a little too easy, but I aint complaining.

Y'all seem to forget that it's the Canadian illegals that take the higher paying jobs and get drivers license's as well. Funny,no one here seems to mind...oh yeah,I forgot they look like us. Me excluded of course,LOL. X

Dont they have driver licenses in Mexico or Canada? Don't we recognize forein DL's at least for a short period of time when accompanied by a visa? I don't care if your from freakin Mars. If you are here illegaly,you don't get no stinking California Drivers License.How hard is that?

hog, I definitely investigated that part. Wasnt gonna let a work trip screw with my personal insurance. Since I registered the rental car with a business credit card, the card fully insures me for collision damage with no deductible. I had to purchase additional insurance for personal injury, etc.

I'm keeping my fingers crossed that BADA-BING does not happen. hahaahaha
