Norris is fighting attempts to overturn a "century-old policy" banning homosexual members from taking part in the US youth organisation.
He said the reform is un-American and slammed President Obama.
Chuck — an outspoken Republican political activist — penned an article for AmmoLand.com titled "Is Obama Creating a Pro-Gay Boy Scouts of America?".
In the article Norris also attacked senior scout official James Turley who recently announced his plan to "seek a change" to a policy that bans gay scouts and gay scout leaders.
Norris, 72, claimed Turley is championing the cause to seek favour with Obama's "pro-gay" administration.
The group's long-standing rules have come under scrutiny in recent months after lesbian Ohio mum Jennifer Tyrrell was ousted as an adult leader of her son's Bridgeport troop in April.
Scout bosses decided her sexual orientation "did not meet the high standards" set forth by the group. Her child, Cruz, was subsequently asked to leave the organisation as well.
Tyrrell's treatment has infuriated the lesbian, gay, bisexual, and transgender community.
Activists including Julianne Moore, Ricky Martin and Star Trek legend George Takei have been calling for boy scouts officials to modernise policies.
