No demonstration before attack on US Consulate, source says

An intelligence source on the ground in Libya told Fox News that there was no demonstration outside the U.S. Consulate in Benghazi prior to last week's attack -- challenging the Obama administration's claims that the assault grew out of a "spontaneous" protest against an anti-Islam film.

"There was no protest and the attacks were not spontaneous," the source said, adding the attack "was planned and had nothing to do with the movie."

The source said the assault came with no warning at about 9:35 p.m. local time, and included fire from more than two locations. The assault included RPG's and mortar fire, the source said, and consisted of two waves.

The account that the attack started suddenly backs up claims by a purported Libyan security guard who told McClatchy Newspapers late last week that the area was quiet before the attack.

"There wasn't a single ant outside," the unnamed guard, who was being treated in a hospital, said in the interview.

These details appear to conflict with accounts from the Obama administration that the attack spawned from an out-of-control protest. The Libyan president also said Sunday that the strike was planned in advance.

But a senior Obama administration official told Fox News on Monday morning that the Libyan president's comments are not consistent with "the consensus view of the U.S. intelligence community," which has been investigating the incident, and are accordingly not credible.

"He doesn't have the information we have," the U.S. official said of Libyan President Mohammed el-Megarif. ""He doesn't have the (data) collection potential that we have."

The Libyan leader told CBS News' "Face the Nation" on Sunday that the government in Tripoli harbors "no doubt" that the Sept. 11 attack that killed U.S. ambassador Chris Stevens and three other Americans was "preplanned, predetermined." That assessment conflicted directly with the preliminary conclusion offered on Sunday by U.N. Ambassador Susan Rice, who appeared on all five Sunday morning talk shows.

There, Rice maintained that the Benghazi incident "was a spontaneous reaction to what had just transpired in Cairo, as a consequence of the video," and that after the protest outside the U.S. consulate gathered steam, "those with extremist ties joined the fray and came with heavy weapons."

Asked if the timing of the Benghazi incident - the eleventh anniversary of the Sept. 11 attacks -- was simply a coincidence, the senior U.S. official said on Monday: "It is coincidental. All evidence we have points to this video being the spark of these events. In all of the intel and traffic, there was no one out there saying, 'Oh, it's September 11th, we must avenge...'"

The senior U.S. official added that this is "the consensus view of the U.S. intelligence community at this point," and that Rice "was not out there volunteering her own opinions."

The official also discounted as "not accurate" reports that staff at U.S. embassy in Egypt warned the State Department -- in a cable purportedly sent on the afternoon of Sept. 10 -- about the effect the anti-Islam video was having, and the likelihood of violent protests in Cairo, but received no response from Washington.

"There was cable traffic, involving discussion of the video and the potential for protests, the Embassy was aware," the U.S. official told Fox News. "There were discussions about protests between the relevant agencies -- intel and State -- but the idea that there was no response from State is false."

Officials at the State Department and the White House continue to express satisfaction with the cooperation they are receiving from foreign governments in the protection of American diplomats and their families. This is said to be especially the case in those instances where President Obama has reached out to foreign heads of state, namely Egypt, Yemen and Libya.

Still, the State Department over the weekend -- in a shift of plans that occurred sometime after Friday evening -- announced the evacuation of diplomats' family members and "non-essential" personnel from U.S. Embassies in Tunisia and Sudan, sites of some of the most violent scenes on Friday.

Sudan rejects U.S. request to send Marines to guard embassy


Sudan has rejected a U.S. request to send a platoon of Marines to bolster security at the U.S. embassy outside Khartoum, the state news agency SUNA said on Saturday.

On Friday, around 5,000 people protested against a film that insults the Prophet Mohammad, storming the German embassy before breaking into the U.S. mission.

They also attacked the British embassy. At least two people were killed in clashes with police, according to state media.

A U.S. official told Reuters on Friday that Washington would send Marines to Sudan to improve security at the embassy, which is located outside Khartoum for security reasons.

"Sudan is able to protect the diplomatic missions in Khartoum and the state is committed to protecting its guests in the diplomatic corps," Sudanese Foreign Minister Ali Ahmed Karti told SUNA.

The U.S. State Department declined to comment.

Sudan beefed up security at some missions on Saturday. A riot police truck was parked in front of the deserted German embassy, which protesters had set on fire on Friday. An Islamic flag raised by the crowd was still flying. Three officers manned the main gate.

More than 20 police officers were sitting in front of the U.S. embassy.

The film, which depicts Mohammad as a womanizer and charlatan, was made in the United States, and Muslim outrage has led to crowds assaulting U.S. diplomatic missions in a number of Arab countries.

Sudan has also criticized Germany for allowing a protest last month by right-wing activists carrying caricatures of Mohammad, and for Chancellor Angela Merkel's award in 2010 to a Danish cartoonist who had depicted the prophet, triggering unrest across the Islamic world.

President Omar Hassan al-Bashir has been under pressure from Islamists who feel the government has given up the religious values of his 1989 Islamist coup.

The Sudanese government had called for protests against the film, but peaceful ones. U.S. President Barack Obama's administration said it had nothing to do with the movie, which is little more than an amateurish video clip and appears to have been made in California.

US officials knew Libya attack was terrorism within 24 hours, sources confirm

URGENT: U.S. intelligence officials knew within 24 hours of the assault on the U.S. Consulate in Libya that it was a terrorist attack and suspected Al Qaeda-tied elements were involved, sources told Fox News -- though it took the administration a week to acknowledge it.

The account conflicts with claims on the Sunday after the attack by U.S. Ambassador to the United Nations Susan Rice that the administration believed the strike was a "spontaneous" event triggered by protests in Egypt over an anti-Islam film.

Two senior U.S. officials said the Obama administration internally labeled the attack terrorism from the first day in order to unlock and mobilize certain resources to respond, and that officials were looking for one specific suspect.

In addition, sources confirm that FBI agents have not yet arrived in Benghazi in the aftermath of the attack.

The account that officials initially classified the attack as terrorism is sure to raise serious questions among lawmakers who have challenged the narrative the administration put out in the week following the strike. A few Republican lawmakers have gone so far as to suggest the administration withheld key facts about the assault for political reasons.

Curiously, Obama referred to "acts of terror" in his first public remarks about the attack. But from there, administration officials went on to blame the anti-Islam film. Rice was the most explicit in that explanation, insisting on a slew of Sunday shows that the attack was not pre-planned and was tied to the film.

Obama still has not publicly and specifically described the Benghazi attack as terrorism.

But top administration officials have gradually walked back Rice's version of events.

Secretary of State Hillary Clinton reportedly suggested Wednesday to foreign leaders visiting the United Nations summit in New York that the Al Qaeda affiliate in North Africa was involved.

"Now with a larger safe haven and increased freedom to maneuver, terrorists are seeking to extend their reach and their networks in multiple directions," Clinton told the group, according to The New York Times. "And they are working with other violent extremists to undermine the democratic transitions under way in North Africa, as we tragically saw in Benghazi."

She was referring to Al Qaeda in the Islamic Maghreb.

Clinton earlier this week called the attack terrorism, two weeks after the fact. White House Press Secretary Jay Carney also said that Obama now believes it is terrorism as well.
