It looks like they report used the terms "crimes against humanity". I don't think that triggers anything. If they used the word "genocide" now we kinda have to attack.

The Serbs should have let American pilots rot in nazi prisons for all the wonderful things we did to them years later.

The USA does not always wear the white hat. We committed war crimes in the Balkans to stop war crimes being committed in the Balkans. (and to destabilize the entire region so that American and European interests could sweep into the vacuum.)
