I'm curious how much discussion it would actually take?

We're on the hook for defending Ukraine based on old nuclear disarmament treaties.... I honestly don't know if that's something that then has to be discussed by congress, or if we simply go in if our ally is attacked.

That is not exactly what the Budapest Memorandum says. Russia also signed it and has violated it but there is no obligation to defend Ukraine.

I guess I phrased my statement wrong. I was trying to say that the presence of a violated treaty might provide a loophole somewhere to bypass a congressional vote for war.

I'm not saying it does, I'm just wondering out loud if we've got some sort of clause allowing that.

It is not a treaty. It is a memo. All is says is we all won't invade or nuke Ukraine in exchange for them giving up their nukes. There is no penalty section to it.

Obama doesn't need a congressional vote for war. We haven't done that since Pearl Harbor. Ukraine just simply doesn't have enough golf courses to be worth open conflict. If the USA took Mexico or Canada we would not get nuked by Russia either.

Poland joined NATO in 1999. Biden served as chairman from 2001 to 2003.
