If Obama had been our President during WWII:
1) He would have apologized for the American behavior that necessitated Japan's attack on Pearl Harbor and classified it as "an isolated incident."
2) He would have ordered the marines to invade Iwo Jima with unloaded rifles to prevent unecessary casualties among the Japanese.
3) The marines would also have been forbidden to search Japanese prisoners for weapons without a court order.
4) The President would not have allowed the atomic bombing of Hiroshima and Nagasaki without first telling the Japanese the exact nature of the bomb and how it would be "delivered." He would also have ordered that at least one of the two bombs that we had at the time, be exploded off the coast of Japan so the Japanese would know exactly what they were facing and then offer to pay Japan for any environmental damage that was done by the "demonstration."
5) All Japanese and German war criminals would have been given a Presidential Pardon.

Didn't Werner VanBraun get a cushy job and no one talked about him being an SS officer. The US dropped pamphlets warning Hiroshima prior to the A bomb drop.

Would 47 congressmen have objected to his surrender treaty terms ?

Actually based on the last six years or so, congress would have shut the government down, stopped funding for the military and tried to undo any agreements with potential allies.
