Fast forward to the 5 minute mark, it's not really very clear.
The cop emptied his gun and was in the process of reloading when his partner told him to stop.

I'm in the suburbs, so nothing's happening here.
My Kid is a white cop in a black suburb but I don't think that anything will happen there.
Looks like a smallish number of protesters are downtown at the police station, but they seem to be well behaved.
We'll see if any rable rousers show up to stir the pot.

Chicago is very safe as long as you keep out of certain areas.
My wife has worked downtown for 37 years and has never had a problem.
And frankly, you could come here and we could drive around in Englewood for the day and would most likely not have any problems.
Of course if you're black and wearing the wrong colors, that would change things a bit.

There's really no point in discussing this with you any longer.
Per capita is how everybody (other than you) compiles stats so that they can be compared to one another.
Perhaps you should enroll in a statistics class at your local JC so that you could understand this.

Per capita is the number of people that are contained within an area or group that the statistics are being gathered from.

Per capita is used to make the numbers not sound so bad, it's on par with saying that per capita the Paris attacks should've been much worse because there are so many people living there. It takes the individual crime and effectively marginalizes it against shear numbers of the population.

I would much rather live in a city of 100,000 people where there are 10 murders per year, than a city with 2 people in it where there are 1 murders a year.

Would you really feel safer in that second city 99? Are you really convinced those evil statistics are just making the 100,000 population city sound safer than it really is?

Although victor in your example you would be the murderer so likely safe since you killed the other person.

I'd rather live in a city of 100000 people that had 50 separate murders than a city of 1000 that had 45 separate murders.

There is also a fairly famous study out there that proved that as the number of churches in a city increase so does the crime and specifically the murder rate. That's the problem with using absolute rather than normalized numbers.

we are the root of all evil and will use whatever tools available to gain power. i think i read on wikipedia that the day after humans discovered sticks they were figuring out the best way to sharpen it to kill someone and take their stuff.
