Narcotics, antidepressants, and all the stimulants we use on our kids to try to fix poor parenting and the breakdown of the family structure

In some places they do. As part of the federally-funded needle exchange program, there are centers where users can pick-up sterile needles, and may be able use in a clean environment. But even there I believe they don't offer "gender-free" bathrooms.
