If biden puts in an order, and a state fights it, the state will win.

That's a no brainer decision... if that's not the way it ends up working, then it will be disobeyed at the local level. The will of the people will win no matter what biden does.

Some places will probably be more disobedient than others I'm sure... depending on how badly you hate wearing masks I guess.

But you said it was the "will of the people" that elected Biden. Surely the peoples knew his authoritarian policies before they voted for him, didn't they? Isn't the collective smartness of the peoples a license for Biden to run roughshod over the liberties and property of the minority? Isn't his supposed fair election win a mandate from the peoples to carry out his unconstitutional plans with their blessing? I remember Obama claim that his election by the "will of the people" was a mandate to carry out his diabolical plans. Surely his former underling feels the same way.

It might not be perfect but it's all we got... he's testing the checks and balances, if he gets dragged out, then there's checks and balances and our country continues... if somehow he manages to fenagle his way in there, our country is over... it's no longer the USA.
