When preset to win bid is higher than the actual bid to win amount

In that attached auction as it stands right now as you can see $25.50 would seem to be a winning bid yet the site will not let me bid less than $26.00. Why?

15 lots are up for bid,as you can see over 15 lots have been bid. Early bidders have set the lowest price showing,so bidding now starts at current bid price showing. Set your MAX bid and hopefully you will win.

But only one bidder has bid $26 and only 2 have bid $25.50, so with 15 bundles available why can't I bid $25.50 and be one of the top 4 bidders? If the bidder bidding $26 was bidding for all 15 bundles, or the $26 bidder and the 2 $25.50 bidders combined were bidding for all 15 bundles I would understand the need to bid $26, but that is not the case here.
