This article appeared in the February 23, 2002 issue of the Lakeshore News - Salmon Arm, B.C. It was written by Ron Adams, a local financial advisor who writes a regular column in the paper.

I was having lunch at PJ's with one of my favourite clients last week and the conversation turned to the Campbell government's recent round of tax cuts. "I'm opposed to those tax cuts," the retired college instructor declared, "because they benefit the rich. The rich get much more money back than ordinary taxpayers like you and I and that's not fair." "But the rich pay more in the first place," I argued, "so it stands to reason that they'd get more money back." I could tell that my friend was unimpressed by this meager argument. Even college instructors are a prisoner of the myth that the "rich" somehow get a free ride in Canada. Nothing could be further from the truth.

Let's put tax cuts in terms everyone can understand. Suppose that everyday 10 men go to PJ's for dinner, The bill for all ten comes to $100. If it was paid the way we pay our taxes, the first four men would pay nothing; the fifth would pay $1; the sixth would pay $3; the seventh $7; the eighth $12; the ninth $18. The tenth man (the richest) would pay $59. The 10 men ate dinner in the restaurant every day and seemed quite happy with the arrangement until the owner threw them a curve. Since you are all such good customers, he said, I'm going to reduce the cost of your daily meal by $20. Now dinner for the 10 only costs $80. The first four are unaffected. They still eat for free. Can you figure out how to divvy up the $20 savings among the remaining six so that everyone gets his fair share? The men realize that $20 divided by 6 is $3.33, but if they subtract that from everybody's share, then the fifth man and the sixth man would end up being paid to eat their meal. The restaurant owner suggested that it would be fair to reduce each man's bill by roughly the same amount and he proceeded to work out the amounts each should pay.

And so the fifth man paid nothing, the sixth pitched in $2, the seventh paid $5, the eighth paid $9, the ninth paid $12, leaving the tenth man with a bill of $52 instead of $59. Outside the restaurant, the men began to compare their savings. "I only got a dollar out the $20," declared the sixth man pointing to the tenth, "and he got $7!" "Yeah, that's right," exclaimed the fifth man. I only saved a dollar, too. It's unfair that he got seven times more than me! "That's true," shouted the seventh man. "Why should he get $7 back when I got only $2? The wealthy get all the breaks." "Wait a minute," yelled the first four men in unison. "We didn't get anything at all. The system exploits the poor."

The nine men surrounded the tenth and beat him up. The next night he didn't show up for dinner, so the nine sat down and ate without him. But when it came time to pay the bill, they discovered something important. They were $52 short! And that, boys and girls and college instructors, is how Canada's tax system works. The people who pay the highest taxes get the most benefit from a tax reduction. Tax them too much, attack them for being wealthy, and they just may not show up at the table anymore.

My best friend in elementary school came from a family that was always talking about solving problems by "soaking the rich" ... my family was far from well-off, and in fact, was less well off than my friends family, but my dad and grandfather owned a small business in which I began working at the age of 11. I was able to see readily that jobs did not come into existance by magic and that "soaking" those who were smart and capable enough to do well enough to open businesses that provided jobs for others was not the best and brightest idea ...

This parable illustrates quite well, the falacy of "soaking the rich" ... too bad it's such a difficult concept for folks to grasp ... were it more clearly understood, we'd be far better off

thing is... people talk and Grown about it... but the thing to do is #1 Register to Vote... that is one of your Greats Constitutional Rights....#2 is email Fax and Write your Representatives,Congressmen and anyone along that line till they think Man this Guy/Gal is really getting on my Nerves... Thats the Good thing... then they cannot Say... well no one was complaining so we'll just keep the wheel the way it was...
Hell just Wensday night we went by the Polling place to see that it was closed up... I'm thinking WTF it's only 5:40 pm and they said the polls were going to be open till 7 pm... not until I got a couple blocks away back towards the house did I realize I live in a Village next to the City and don't get to cast my vote for the Mayor of the City!!!! DUH!!!! LoL then the Wife laughed at me... because I was so worried about not making it in time LoL

I'm thinking about picking up the Precinct commiteemens Job here... they have it Opened...

It's gonna take one hell of a lot of constituents writing ... the current tax system is so incredibly imbedded in place and there's so much in the way of special interests that resists changes to it ...

When it was first "sold" to the public, the whole idea of the "progressive income tax" was that it would soak the rich ... the poor and the average joe were gonna get off easy ... problem now is that inflation has made us all rich .... at least by the standards of the tax system ... a guy making $10K a year was pretty damn flush at the time the system was set up, a guy making $20K was rich and anyone making say $30K,or $40K was in the frickin' statosphere ...

The government itself has the greatest vested interest in keeping things as they are (or even allowing inflation to make us all even "richer" and therefore, subject to an even greater level of tax) ... no one of any political persuasion wants to make real cuts ... and of course, cuts affect SOMEBODY who immediately cries foul if HIS special interest is gonna take it in the shorts ... over the course of the last 60 or 70 years, the governemt has ballooned out of control ... everyone's got SOME "entitlement" coming from the system and none of them would be happy to see theirs be scaled back ...

Cutting back in all areas is the only way it's ever gonna happen ... who'll step forward to take the first hit????

Yes SteveS you are right... But We Are the Government...That is something everyone is forgetting about... and its gotten so wide streched that it is almost uncontrolable!!! if we had 6 million Protesters Voting and Writing there rep's instead of standing in the street B!tching about this War... things would start making a difference... the Key is.. getting the Peoples Focus back and when they have that... then we can gain our Government Back... this is one thing the Polititions Do Not want the people to start doing.... focusing on them....How do they Hide it... by Making the Working Man and Woman Keep working... by Creating avenues for those who don't want to work... and giving the Corprets all the levies and tax breaks... and toss in the foreign folks who come into the country on Visa's and set up shop and the tax breaks givin to them...not to be knocking any race color or creed here.. but just for example.. My Neighbors are Chinese... there are like 5-6 families living in the One house... these folks Own every Chinese Resturant in this Capitol City!!! there here on Visa's (Most of them anyway) meaning they do not have to pay into the SS or tax system... and they Paid Cash for this house... I mean Green Backs $145,000 two years ago

Its these little benefits givin to the minorities and Imagrints to start a business here in America... Not that its a bad thing to create Jobs... but outside of Hiring there own..(like the Chinese Resturants) they Don't... and about every 6 months 3-4 leave and go back to there homeland... and 3-4 more arrive...
in the mean time its guy's and gals like you and I and others who are picking up those taxes on this kind of thing... Because the State or Federal Gov... is still going to Tax Per Capita!!!

That is an excellent analogy. There is one small flaw with it though. At the end when the nine guys eat dinner without the tenth they would not be $52.00 short. Since only 9 guys ate instead of 10 the bill would be lower then $80. It would probably only be $72.00 and thus they would only be $44.00 short.

But I'm cutting and pasting this one so I can save it. Thanks hog.
