not sure of the origins, but from the context that it's been used: local brick and mortar cigar shop (shpo?), but there's an insinuation from members in the past that some local shops enjoy vague and shadowy protection from unsavory sources (govt. or crime associations) which allows them to take advantage of the cigar buying public...
