A more sublime approach might be to employ social Darwinism:

Take the warning labels off bleach, and add the friendly phrase “For the whitest teeth ever”.
Offer free matches with any gasoline purchase.
Here is a winner; free six pack of beer with every box of shot gun shells.

I reckon things would sort themselfs our in quick order.....

Sounds good on paper, but those who you would think would be affected by it don't read warning labels.

And pretty sure people who regularly buy shotgun shells, probably already have a 12er in their cart already.

We could put a striker time on the dynamite- you know, like a flare.
