Actually, the roots of the free cell phone thing go all the way back to FDR, and The Communications Act of 1934. It basically states that all people in the United States shall have access to rapid, efficient, nationwide communications service with adequate facilities at reasonable charges.

It was expanded in 1996 under Clinton and thr Telecommunications Act, which both Cliton and Gore touted as one of their achievements.

Prior to that, the goal of the act was to subsidize a nationwide network so that phone service could be provided to rural and remote areas. It was never designed nor intended to be a free service to any individuals.

This is according to the FCC. They do not mention Reagan at all, nor Bush. Only the extension of the program established in 1966 - which was Clinton's regime.

As far as I'm aware, the only thing Reagan did was to break-up the government-backed monopoly of nationwide telcom so that they were free-market entities. However, under the existing 1934 act, they were subsidized to maintain coverage for rural and remote areas (aka "high cost" areas).

As for the cell phone distribution, indeed it started in 2008. I cannot find anything that indicates what legislation allowed this, however there are two notable facts here: it was significantly increased in 2009 to people who people who were on some form of government assistence, and there is presently a push (if not legislation that is already passed) that extends this to broadband internet.

So, most likely, the cell phone distribution was done without knowledge or consent of either Congress or the President.

So now, in additon to Obamaphones, they get Obamanet for free as well.

All of this information came directly from the FCC. Don't bother going to Factcheck.org - most of the information I found there is wrong. Which is where Victor probably found it.

Oh, and one more thing: the guy who heads-up one of the largest "free" telcom providers that takes money from this program is a huge Obama donor. You can pretty much do with that what you will.

But leave it to guys like Victor to defend Idi Amin Jr. at all costs.
