Some states require residents to report the purchase of mail order cigarettes so that taxes can be collected. From what I understand, this does not apply to cigars and other tobacco products.
I, personally, have never had any problems mailing them. However, I've never told them what I was mailing. Most of the guys in my post office wouldnt care. However, there is this one older guy working there that is a pr*ck. I could definitely see this guy refusing to mail something just because he wasnt in a good mood that day.
