Minority Enterprise Development Week, 2003
By the President of the United States of America
A Proclamation America's more than 3 million minority-owned businesses represent One of the fastest-growing segments of our Nation's economy. Through skill, hard work, and determination, these businesses are strengthening our Nation and our economy. During Minority Enterprise Development Week, we recognize these businesses, their owners, and their employees for their commitment to free enterprise and equal opportunity.
Most businesses in America -- including those that are minority-owned -- are small businesses. Small businesses are a path to the American Dream and must be accessible to all of our citizens. Through the Department of Commerce's Minority Business Development Agency and the Small Business Administration, we are promoting both the growth of minority-owned businesses and equal access to Federal contracts, capital, and management and technical assistance.
Small businesses also create most of the new jobs in our economy, and my Administration is acting to create an environment where small businesses grow and thrive. On May 28, I signed the Jobs and Growth Tax Relief Reconciliation Act of 2003, allowing entrepreneurs to keep more of their hard-earned money. My Administration is also pursuing an ambitious trade agenda. This year, I signed legislation implementing Free Trade Agreements with Chile and Singapore. These new Free Trade Agreements, and others that my Administration is seeking, not only will provide cheaper goods for consumers, but also will create new high-wage jobs for American workers. I encourage all Americans to recognize the strength and importance of our country's minority entrepreneurs and their employees. The talents, skills, and dedication of these citizens enrich our communities, and we honor their contributions to our Nation.

NOW, THEREFORE, I, GEORGE W. BUSH, President of the United States of America, by virtue of the authority vested in me by the Constitution and laws of the United States, do hereby proclaim September 28 through October 4, 2003, as Minority Enterprise Development Week. I encourage all Americans to celebrate this week with appropriate programs, ceremonies, and activities to recognize the many contributions of our Nation's minority enterprises.

IN WITNESS WHEREOF, I have hereunto set my hand this twenty-sixth day of September, in the year of our Lord two thousand three, and of the Independence of the United States of America the two hundred and twenty-eighth.

Chris, are you saying that Bush did the book-keeping for KMart, Global Crossing, Enron, Adelphia, and way too many other companies that got away with murder during the dot com bubble?

Like Reno wanted any part of THAT!

We're dealing with 8 years of nothing going on. Imagine driving your car for 8 years without doing any maintenance to it. Imagine living in a house(better yet!)and not doing one thing to it. Would you blame the auto company that made the car, or the builder that made the house? We're seeing this not only from a domestic side, but from a foreign policy side as well. To blame Bush for this is putting blame on the wall to see if it sticks! I for one don't think he's in his office wringing his hands thinking and plotting about how to ruin business and people's lives.

I do know that he had a domestic plan that was shelved because some terrorists wanted to fly planes into buildings. That took a lot of focus away from what he wanted to do here at home. To be honest with you, I'd rather he focus his attention towards the terrorists first, and then come around for the domestic side later. This is EXACTLY what pissed me off about 8 years of doing nothing. Instead of worrying about a "legacy", think of the good he could've done.

Dr - I was talking about all the failed oil companies he made money on and his other personal business flops, not his failed jobs policy.

Your attitude is alarming.
Are you saying that by virtue of past failed business dealings in the private sector, that the President of the United States can not institute a program to promote business development in the minority sector?

Just admit it: This administration could find a cure for cancer and you would cry that the Big Pharmaceuticals were making too much profit.

"Liberal" used to imply an open mind.

Not anymore.

TG - that was actuall humor at the end there regarding the jobs policy.

libs may lack tolerance, but cons seem to lack realism about their "leader".

Yo tailgator: Chris and Rick liberals, I think not. They are more like Batman and Robbin. They are mild mannered during the day and at night slide down the pole to change into their Bush bashing costumes. I can just picture them sitting down with their favorite cigar with great expectations only to find it blocked solid and then raising the cigar up to the heavens shouting " Goddamn you George Bush ".
