It's called Relative Humidity for a reason. The humidity stated is relative to the ambient temperature, so, if you want your cigars at 70% humidity and your hygrometer says 70%RH, it's 70% at what ever the current temperature is, it's compensated for any temperature differential. I myself don't keep any cigars above 67%RH. As far as the bugs go, my understanding is it's a combination of heat and moisture, you have the heat, so, I'd keept he humidity down do be on the safe side.
