Many ultra premium cigars are made in extremely limited numbers, simply because of the special blends and aging of the tobaccos it takes to make them. Only the most talented rollers (artisans) are used to make these cigars.
Therefore, you can see that would limit the supply, as they ship worldwide. It is common practice, and all they are doing is making sure one person doesn't buy up whole shipment going out to a particular area. And believe me, there are those who would. It may be many months, or even years before another shipment gets to that particular area.
Ultra-premiums will always demand a price higher than MSRP. They are entitled to make a little more off them, but the Fuentes do frown upon, and will even revoke their 'licence' to sell Fuente products, if they are caught gouging the customer.
