Our Children are the single most important thing in our Nation. Their education should remain one of our greatest concerns. But increased spending at the Federal level is not necessarily the answer. With the possible exception of our Military, increased spending has only resulted in one thing: Higher taxes. With little or no "possitive" effect. The Bush plan (as I understand it) reduces the percentage that the Feds give, but calls for increased state and local spending. It also rewards progress. Financial rewards. In other words (for all the brown horses out there) if your local schools fare well by improving the EDUCATION of the children, then they will recieve monetary assistance from Uncle Sam. How is this a bad thing? Isn't it easier to make a difference at the local level? How can a fat cat politician in DC know what is best for the folks out here in Cape Cod? And how would that same "public servant" know what is good for the youths in Mississippi? Or Alaska? Let the towns handle it, and let the states assist the towns. Accountability at the local level is NOT the doom and gloom budget cuts some folks are spewing over. Sorry to cast a little sunshine on your Liberal Chicken Little party. When will we stop judging success by the number of dollars thrown at a program?

absolutely correct. in calif when the lottery was established, the money was to go to the schools. the hook that wase'nt mentioned was the normal funds for edukashun went somewhere else. at least the promoters of the lottery knew they could pass the measure, it was the charlatans of the political persuasion that screwed it all up, down, sideways and continually.
"public servant" ? it's a career choice, not a benevolent calling.

I live near Memphis. The school board and city council seem to view the school system as their own pot of gold. There is little, if any accounability for where the dollars go. Repots are not submitted, tests are not taken. Someone needs a good horsewhipping! I recall a similar situation in San Diego some years back. The Super was fired and fought to get her job back when she probably should have gone to jail for stealing money. I think schools should have a full time accountant to dole out the bucks. The principal would have no authority over this position. I bet the budget would be balanced in short order. Costly you say? Money that would normally be pilfered would likely pay the salary. Maybe one person could serve 2 or 3 schools, depending on workload. A senior accountant could audit semiannually. Supers and principals are educators not money managers. Some can do both. Most suck at at least one of those functions. Whew! I feel better!

Rick, if you know anyone who can use the idea, pass it on. I suspect that precisely because it is a good idea, it will never happen. Catch 22? Damn! Someone must have thought of this before.

CHAR...yes...I spend my money on bills, not lotto...but I am part Cherokee...so MAYBE there's a chance yet...LOL
