(CNN) -- Views on marijuana are shifting, but nearly everywhere, it is too early to talk about substantive changes to drug policies.

Not so in Uruguay.

The small South American country is poised to become the first nation to legalize and regulate the production, sale and consumption of weed. This would place Uruguay at the vanguard of liberal drug policies, surpassing even The Netherlands, where recreational drugs are illegal but a policy of tolerance is in place.

The bill, which was passed by Uruguay's Chamber of Deputies and will be taken up by the Senate, attempts to answer the questions that inevitably arise when debating drug policy: How will marijuana be regulated? Who will grow it? How can the country avoid cannabis tourism?

The Uruguayan government offers specific proposals for how to manage a legal market for marijuana.

The government supports the marijuana bill and says it was designed to resolve issues particular to Uruguay. But the model the bill proposes will undoubtedly be studied by other countries that grapple with the similar questions.

Uhm, how often? Just curious, I plan to go to the Spyderco Knife factory store in Golden, Co one of these days.

Since Washington State has similar "legalization" laws, so should the MJ tourism exist. Oregon was the first state to decriminalize, so shouldn't they have MJ tourism as well??? And what of the dozen other states that have decriminalized, do they have MJ tourism too? I think CO gets a bad wrap regarding the "tourism" discussion.

January is a great time for skiing, but don't expect to be able to walk into a public dispensary until Spring 2014 as the State grapples with licensing and taxing. A small movement is asking the State to tighten security with the Medical Registry of over 100,000, and possibly destroy the Registry since recreational use has been "legalized".

Thank you, I didn't know they were also in CO. I have at least one Boker, I gifted the others. Except for some ProTec models, I pretty much stick with Spyderco. I do have a steel addiction, and it must be fed.

I guess I did, sorry. d'oh! I'm was just curious.

Since retiring and leaving mandatory testing behind I gained a little bit of freedom. I could have easily tried it in CA, but I really don't have much desire to smoke weed. With my luck some would stick to me and get me in trouble in another state.

Prefer the German steel Bokers (when I can afford them), but own a couple others as well. More of an old Case knife collector with a couple dozen appox 20yrs old. Is there a cure for steel addiction?

If that's anything like lead addiction...no. Your only hope is to indulge it and try to keep some money aside for the mortgage and food, if possible,

Yes indeed. I too have that lead slinger addiction.
