Well if you want to look at it that way counselor, my guess would be that the contract is with the park service, which is a department within the administrative branch of the Federal government which last time I checked is owned by the citizens of the United States of America. Technically, me you and they rest of us. So as an owner by extension, shouldn't I be privy to contracts which my "company" enter into? Not that I really give a damn, but it makes about as much sense as what you said.

Nope. They have another place. But, that's not the point. The point is someone at the Dept. of Interior either on their own or from direction above has decided to act like a spoiled brat. Much like some people feel Boehner has done.
Perhaps a little tit for tat, maybe? This makes as much sense as shutting off access to war memorials, shutting down businesses on the Blue Ridge Parkway, shutting down fishing in the waters around Florida, shutting off lanes in South Dakota. I could go on, but I think I made my point.
