You are correct. There was never a government shutdown. There was a large percentage of government functions that were posponed. The President being the head of the administrative branch was the SOLE person with COMPLETE control over which functions continued and which functions were postponed. Had the government actually shutdown them I'm guessing the park police would not have barricaded said open air parks.
Politics as usual. One side blames the other to gain an advantage in the elections. But, regardless of which party is in control it's the citizens who lose.
