Makes some sense. We aren't talking about regular ammo, clearly. Look at the words they use: obsolete, unusable or illegal. Think about it... odds are the ammunition is either obsolete (ie missiles for missile systems no longer in use); unusable (due to age and/or storage conditions) or illegal (can we say depleted uranium?)
These aren't things they can just give to the public without worrying about a lawsuit.
The bigger question is why the pentagon purchased this ammo when it was purchased. Why do we have such a surplus?
