Think about this for a couple moments. This is a grant to the entire state of South Carolina for victim services. While it may have been awarded more quickly (I'm not even sure that's 100% true) due to the shooting, they didn't decide they need to give this money to the state of South Carolina all of a sudden. This is probably (I'm guessing here, but at least I'm willing to admit it) a similar amount as awarded last year for similar services. Texas gets about 130MM every year for victim services from federal and state sources.

Why would "Obama fastrack" the 29MM for charlston, when the grant itself is focused on a whole list of things not directly related to the shooting? (sexual abuse victims services, child violence, etc etc)
