1. I want lots of free stuff.
2. I don't want to work.
3. I want other people to pay for me to breed more useless welfare rats.
4. I just want to watch cable tv and get fat eating cheetos all day long.

It's still not legal anywhere in the us. The fed law still applies. It's just not being enforced.
