Even if he knows he isn't being investigated, so many around him are. He very well may be added to the list. By hiring a lawyer now, he can avoid much of the hassle of being investigated (should it come to that). The smartest time to hire a lawyer is BEFORE you have the problem, not after! This can help avoid problems. Smart move in my legal mind...

As a retired LEO I would advise anyone under investigation or who suspects he under investigation to immediately hire competent counsel. Then refuse to talk with anyone associated with said investigation absent said counsel.
The notion that an innocent person doesn't need a lawyer is complete bull$hit.

As a member of Trump's campaign team after he was chosen as the running mate, and then the director of Trump's transition team when they won the election, he will be involved in the Russian thing investigation at some point, so it is a wise move to lawyer up...and to do what you pay him to tell you to do...stfu...
...unless you believe that you are smarter than the lawyer, in which case, who's the dummy who hired him?

If logic was important to the Trump WH, they would ignore the Russian thing noise, say they have nothing to hide and will cooperate with all the investigations through their attorneys, refer all inquiries about the Russian thing to their legal team and let their lawyers do the talking, and get on with the business of running the country...
