This was a very dumb tax to begin with.
They tied a tax on a product to a completely unrelated use for the tax... That guarantees you will reduce your tax income (because you raise the price, decreasing the consumption) but increase your need for the revenue (add funding for children's health, that makes children cheaper to have, more people will have children)....
The decreased revenue would be visible almost immediately (not enormous, because cigarettes are relatively inelastic, but some change), over a number of years you would be expected to see the increased demand for revenue.
