The moral of the story is - you need to know if you are in violation of a policy or in violation of a law or ordinance. Don't count on your government agent to tell you the difference. Also be aware of when rules and ordinances are adopted - in other words what were the rules at the time you supposedly broke them? If you signed a document that obligated you to notify them and you didn't, you are probably screwed. If you didn't sign something but they sent you paperwork that notified you of that provision you may also be screwed. But for them to create an internal rule after you started receiving benefits and then assuming that if its on the books that's enough, they may be blowing smoke up your azz.
