One big reason it is interesting is not because of Kochs or Soros....it's a media and perception issue.
I don't know anything about Soros except that media has convinced me he is the DNC bank. No clue about his (their?) real political detailed desires.
But I know a little about the Kochs. The media has told us for years that they are the GOP bank. Look at the first paragraph of the 'article'; it calls the Kochs 'right-wing' twice, once even 'fire-breathing right-wingers'. No question that most of the candidates they have funded are 'Republican'. But their focus has always been much, much more of a libertarian bent, than Republican-type conservatism.
Since David Koch got sick and backed away a few years ago, I've not been certain that they have an articulated mission/vision that's been communicated well.
But, anti-war, anti-interventionist is very much in line with everything they've ever stood for.
I am not sure what Soros wants, but if it is at all in line with libertarian type views relating to less government, less foreign intervention,....or less laws, more original construction Constitutional interpretation, etc..., than nobody should be surprised that the Kochs will partner with him or anyone else who shares even a sliver of the their vision
