Trumps statements of lifting the shelter in place by Easter has no realistic meaning. These are all state imposed dictates and cannot be removed by the federal government. They can only be removed by the governors that pit them in place.
This is only posturing. I would not even call it political posturing. It appears to me he is trying to bolster a falling economy.
I will blame him 7 ways to Sunday when I feel it is justified, but just consider the facts of how this works. He knows he can't lift the shelter in place.

That’s true but his words still have weight even though they shouldn’t.
It’s mostly semantics though. You are correct.

it's calculated election talk...he is setting the tone for the red states, since they have not been hit as hard as blue states like NY, WA, CA...
as more red states get inundated, he's gonna change his rhetoric

Red states with big cities will get hit just as hard. They may already have been and aren't being as transparent about it.

lets pretend a hurricane of epic proportions was bearing down on the east coast. Maybe a once in a century hurricane. The radar is clear and every model across the world shows a direct catastrophic hit.
The president at first assured everyone it’s just a little rain. Others in the fed government warn its much more than that and folks should evacuate and or bunker down. Official guidance goes out as such despite the reluctance of the president. He tacitly supports it.
Local governors and mayors seeing the same models mobilize and in a much more direct way urge and at sometimes force the locals to take recommended actions. Actions recommended by the feds. All the while the president contradicts them and undercuts them. He gets in to arguments with them and calls them snakes. They argue back but their need for action is much more intimate and immediate.
The local actions empty or freeze the entire eastern seaboard stalling the economy there but impacting much more than the area. The front edge of the hurricane is just starting to touch the coast.
Whatever the reason be it the economy or short attention span or political reasons the President goes back to indicating it’s not as bad as people are saying, it hasn’t killed as many people as routine storms or auto accidents. The precautions against the storm are probably worse then the storm and we should probably lift them soon at an arbitrary time that contradicts all storm models and radar.
The President can’t lift local efforts. Does this mean his actions and words have no impact? This scenario ignores all the federal actions going on or not going on to address the storm. And that is a large thing to ignore.
The hurricane certainly isn’t the Presidents fault. If that is the defense it’s not worth the discussion. Words and actions do matter when you are the leader of the free world.
