It should NEVER be regulated down by the Federal government or one of it's agencies. EVER!

That said, I would make it a national holiday and give people the entire day off to only do the one thing that should be cherished, vote. I would want it to be done with proof of ID and proof of registration WITH a signature verification IN PERSON. The only people that should be allowed to vote by mail are the military deployed and citizens that will be out of the country but the same proof of ID and registration with signature verification would apply. I would make it a paper ballot as well that you would sign when you've completed voting and the state would be required to hold on to it for more than 8 years.
States that want to give away drivers licenses to illegals would be fined and punished. Falsifying any voting record/ballot would have mandatory sentences to warrant the criminal behavior.
We all know that's not going to happen though.
