They're not as good as a new tire, and it's just cutting corners. Take into account that semi's are toting thousands of pounds worth of goods... on a sheit tire???
C'mon, man... not a good idea AT ALL.
Not to be argumentative,
* but Google says 44% of semis roll on retreads. Recycling is good, maybe the standards for retreading should be increased, and truck tire inspections more stringent. Shipping costs money and operators are going to cut costs, some right down into safety margins.
* As I said, I don't have personal knowledge about the trucking industry. I have spent a lot of time on the highway and there are tire treads that have been thrown off, but is it really that often compared to the number of trucks on the road and the miles they rack up every day?
