Back in the day you could just hold the enter button or something and just keep posting the same thing, over and over. People used to do it to win the 500's when they'd actually stop at 500. Likely a program to prevent that.

31 was too short and 33 was waaay too long.

So the decree was sent to the IT Department that 32 seconds was the desired time of Delay.
