Anyone know the technical reason (as it couldn't be an overwhelming amount of site traffic)?

Back in the day you could just hold the enter button or something and just keep posting the same thing, over and over. People used to do it to win the 500's when they'd actually stop at 500. Likely a program to prevent that.

31 was too short and 33 was waaay too long.
