I can come up with a number of valid reasons to have live ammo on set. HOWEVER, any ammo to be loaded in ANY firearm that is to be pointed at ANYONE should be subject to EXTREMELY limited access, read: one and only one person, ZERO exceptions. The same ONE and ONLY one person should be the ONLY person to handle said firearm from the time the dummy ammo is loaded and the director gives the FINAL commands before he calls ACTION.
Apparently, Mr. Dumbass was PLAYING with the firearm before the scene was ready to be shot. Oh wait, wasn’t Mr. Dumbass the director? Imagine that.
